I am surprised that they did because his tape was good, but not great.

WR Kayshon Boutte - OK, people keep saying I don’t think he’s fast. Boutte is plenty fast as proven by his track times. He also catches the ball effortlessly. However, on the football field he lacks that elite burst we look for in a wide receiver who has good but average size. But I get a feeling I’m going to regret this one.

Also Jarrett dropped passes all during the bowl practice and he rises 2 spots yet Boutte can't get his fifth star.

Because Rivals sucks. They love to drop players who are injured and/or didn’t attend one of their camps or the All-American games

Evans was a monster in all-american game. Only thing I can think of. He is a stud player just overall.
Sampah was hurt this year, so I’m assuming they penalized him for that.

He is highest rated 4 star on Rivals. Didn't quite make 5 star. He should be on 247 composite on final rankings.
