There is a high probability OU will not be able to actually pay him what they offered. Even if they can scrape the money together, they've seriously depleted the war chest from what I have heard.

It's a little more nuanced than that. From the team's perspective, do you want one of the highest NIL numbers on the team to go to some ok defensive tackle?
I'm not saying this approach is right or wrong, that will play out, but LSU is paying.

It sucks to be in this position, and I completely agree that paying $1million for one player is absurd and shouldn't happen, but this is the position we're in.
BK has had multiple recruiting cycles and portal windows to put together a good defensive line.
