JC Shurbert did some back peddling on the usc site. South Carolina picked up a surprise flip and someone ask is this a cause for concern with Burch and he said he doesn’t know but at first was adamant about Burch signing with South Carolina

The 6 early enrollees are counted toward the 25 and are not included in the other 19 LOIs (and 3 transfers).

I just looked on 247 and they have 25 signed with 3 transfers. They signed 25 last year and 26 the year before and 25the year before that. How exactly do these numbers work?
My understanding is that EE can count backward IF you left room in the previous class. And transfers count against your 25. They haven't left any room in at least 3 classes so how can they sign the numbers that they are signing?
