First of all the athlete has to meet these criteria to receive an academic scholarship and not count against the 85/25.
That, in and of itself pretty much prevents blatant cheating of the system.
The rest has to do with the application process.

He's 6'7" 285lbs if he was at West Monroe or Evangel he would play left tackle and be a High School All American and pushing 5 stars.
He plays tackle and DE at Hanyesville and is all over the field. He is a project but he has all the tools to be a great player.

he can, maybe, if he qualifies for a academic scholarship, he just can't get on the field for even one play if he does. If he plays he would count as a football scholarship.

But what good does it do for a recruit to commit early to save his spot when he might be processed later if a higher rated recruit wants in? The elite prospects know that they can wait as long as they want and room will be made for them by anyone they choose. A lower ranked 4 or 3 star recruit can commit early but still not be guaranteed a spot!
