I wish NIL deals were not attached to universities and

could not be used to pay essentially a player to play at your school. I admit that I do not understand all the workings. But in the NFL, you can't just say, I'll go to the school who gets me the most $$$$$$ coming out of college.
If NIL deals were not tied to the university, maybe we could have some vestige of the the past with players playing where they feel they will succeed long term, where they gel with coaching staff, or for a university they love.
Now coming out of high school it's gonna be who gives me the "Rolly, Rolly Rolly...ice on my wrist..." Gordon, Morris, and Dudley-Debosier better start cranking out that cheeese

It's gonna be hard to decouple that....because these kids offer no intrinsic value to business like a Michael Jordan, Tom Brady, Ken Griffey Jr, etc.
The only reason these guys are paying them is so that the school they support can win.

Basically the only rule is it cannot be attached to a university. Many state NIL laws say it cannot be location based either.

Deion cannot and is not the one paying the money. Neither is Jackson St. That is a violation of NCAA rules. It is private businesses/people that are doing so. A company has a marketing deal with Deion. They want Deion to be successful for their own benefit. Thus, they set up marketing deals for great players to attend the school where Deion coaches.
Likewise, Jimbo and A&M aren't paying any players. Wealthy fans of the school/team are setting up the deals. And they are only going to broker deals with guys that attend their favorite school. So I guess the deals are "attached" to the school. But maybe not in the way the OP thinks. An A&M booster is not going to pay a kid to go to Texas.

I understand that - functionally works out the same. Wish there were regulations decoupling a school and an NIL deal overtly or under the table

That would work if you had somewhat of a transcendent player. For instance, I'm sure there are companies that would have paid Joe Burrow to market their product in 2019 regardless of the fact he attended LSU.
But these are HS recruits who really don't have much, if any, national appeal for a business to use the player for marketing purposes. They are all prospects and they are really only valuable locally, if that.
