Is there any mechanism of enforcement that Texas could conditionally release him and keep him from following Bo?

I don't think so. Not yet. If this was a spring transfer then yes. No SEC-to-SEC transfers in the spring without having to sit out. But, this is a HS signee.

I don’t think anything has materially changed for Florida that would benefit his recruitment there
