Was he good enough to actually play for us though? Apparently the staff felt he had a solid chance of doing something or maybe they didn't.

Watching his film I saw a special teams gunner, something we could use, but he can do more than just that for SU.

He was a special teams guy at LSU. Southern is the better place for him if he actually wants to play WR in college.

Wouldn't be surprised if he found his way on an LSU roster in the future. Good luck to him.

I know it was against a bad St Mary team but that dude was the most impressive player I saw all weekend at the dome

Not really. If he played a snap while in school with TOPS, he would count against our scholarship limit anyway.

I'm not sure if that is true; I don't see how TOPS would fall under institutional aid under the NCAA bylaws since it is state funded, LSU is not involved with selecting recipients or paying recipients, and athletic performance plays zero role in selection.

I don't think it does. That's how baseball, softball, track, and many other sports recruit many in state kids. Grades are very important to coaches on some of these teams when talking in state for sure.

Those other sports are structured very different than football

Football wise, you get any scholarship that's government funded, it counts against the 85.

It's football and basketball, but the bylaw specifically says "Institutional Aid" (not Financial Aid generally):

quote:

15.5.1 Counters. A student-athlete shall be a counter and included in the maximum awards limitations set
forth in this bylaw under the following conditions:
...
15.5.1.2 Football or Basketball, Varsity Competition. In football or basketball, a student-athlete who was recruited by the awarding institution and who receives institutional financial aid (as set forth in Bylaw 15.02.4.1) granted without regard in any degree to athletics ability does not have to be counted until the student-athlete engages in varsity intercollegiate competition (as opposed to freshman, B-team, subvarsity, intramural or club competition) in those sports. For this provision to be applicable, there shall be on file in the office of the athletics director certification by the faculty athletics representative, the admissions officer and the chair of the financial aid committee that the student’s admission and financial aid were granted without regard in any degree to athletics ability

Government funded scholarships are specifically ok except if the institution plays a role in selection or matches funds. I don't see how TOPS would count as an LSU scholarship, but I've never seen any official word either way.
