25/year 85/total transfers

So someone said in another thread you could sign 25 and sign a transfer if you were still under 85 total. Is this true?
If so.
What are the stipulations on transferring? Let’s say you have an EE player. What if he wants to come but you are at the 25 limit. What if he signed with another team in the early enrollment then transferred for the following season?
So player A wants to sign with LSU but LSU is at 25 for the year. We have room as far as the 85 is concerned. Player A signs with Tulane (could be any school I was just keeping it local) as an EE. Before the start of the next years season, player A enters the transfer portal and transfers to LSU. Sure, he’d have to sit out a year, but most don’t get to play as true freshmen anyway.
Is this possible or am I missing a piece that prevents this from happening?

There is no getting around the 25 limit unless you sign short the previous year.

This is my understanding, and my no means factually correct...
If a player wants to delay his enrollment until the following spring, he can then be assigned to the following year’s class. But all players must be attributed to either a prior, current, or future class, and no class can exceed 25.
Last year LSU had 24. So LSU could sign a JuCo transfer as a 2019 enroll class member in the next couple of weeks and be immediately eligible, pending clearance by the NCAA. They could also technically sign 1 or 2 more as a 2021 player who would not be able to play in 2020. Their "freshman year would be 2021 with NO redshirt/greyshirt year.

No. Unless it was someone you had signed once before, he will count as a new signee, like Burrow did.
When someone incoming gets a scholarship at your school, whether out of high school or a transfer, he counts against the 25 signee limit.

This is correct.
For example in 2018 it was not coincidental we signed 22 guys then took ONLY 3 scholarship transfers (Burrow, Alexander, Tracy), not 4, not 5. But just those 3. We had to stay within 25 that year.
The rule is 25 counters within a year (freshman, juco, transfer, etc) and no more than 85 at any single time.
We signed (and enrolled) 25 guys in 2019, which left us 0 room for transfers, which is why we didn't take any. Some might point to Michael Williams transferring from Texas, but he came in as a walk on, not scholarship, so he doesnt count against any number being a walk on.
If we were to take a scholarship transfer and sign 25 guys in our class, it means at least 1 signee is delaying enrollment (greyshirt) to get a scholarship transfer in. It's way more likely if we greyshirted anyone it would be to "sign" 26 guys in the class rather than take a transfer, with 1 of the 26 counting to 2021 as a greyshirt.

I thought we couldn't take any more grad transfers because Terrance Alexander dropped out of school.
Thought we had like a 2 year penalty for that.

All these schemes just kick the can down the road. What makes you think there won’t be 5 stars that need space next year?
If a player isn’t good enough this year, he likely won’t next year.

He's a walk on, not scholarship, that's why
We had no room for any scholarship transfers last year

Literally a few posts up it is explained he walked on his first year. He was highly regarded even as a 3 star and we always need quality men on the line. If a 3 star wants to walk on and then earn a scholarship in a year or two, you don't say no.
