If a storm was just starting a intensification cycle I would agree with you....but the already low pressure combined with the increased convection surrounding th eye will not hinder wind speed increases
ETA: people forget to look at pressure, this thing already has the pressure of a strong cat2

Nobody is saying that. BR will get hammered with sustained TS winds and rain for a long period of time. The same thing Gustav brought.

Gustav did a great deal of damage and sustained winds barely hit 60 in BR.
And there were people without power for over two weeks. Most had their power back on within 4-7 days, though.
