what’s the best UV RESISTANT , flexible, paint safe, adhesive sealant caulk?

I need to waterproof around luggage rack bolts. I don’t want to remove the bolts. I am trying to find the best uv resistant, flexible, non corrosive, NON SILICONE product. Has anyone used 3M UV 4000? Or Lexel? Others? I want something that will last.

I’d think black or white 5200 would be very good for that.
They’re maybe better products for this though.
But I also think you’d want to put some under the screw head if not in the threads to make sure you get 100% waterproofing.
