A friend asked me if he could put a privacy fence up that will ultimately block access to his power meter.
Anyone have experience with this?
I thought they had to be where access was provided at all times.
But he has a dog that he doesn't want the gate opened by some electric company guy and the dog get out.
He's got one of the digital meters that is remotely read, so it wouldn't be a case of providing monthly access for meter reading, but the rare meter maintenance.

I'd call the power company. They likely have specific guidance regarding this presumably common situation

My old house was this way. I was on level billing and about once every couple of months Entergy would send me a letter asking to keep the gate open but they never did anything about it.

I guess they just estimated usage. Bill was always the same.

Mine is in my backyard blocked by my fence and garage door. There’s no way it could be accessed unless I’m home and I’ve never had any issues. It is digital, though, so maybe they read it remotely. I really don’t know nor do I care. It doesn’t stop them from billing me each month

Mine is in the back of my house behind a chest high gate. The meter guy just opens it and lets himself in.

in cases like that they just "estimate" the bill based on past history average use.

in most cases those "estimated" bills are higher then the real usage so thats on him and the only way to avoid it is to provide access to the meter.

most people i know who want a fence just put it at the back corner of house or place the fence just passed the meter so it can be read.

yes it will cause him issues with over billing, but thats his issues to deal with. if you like him tell him this and personally i see no reason anyone wouldnt adjust the fence position to avoid issues.

if its just about the look from the street then tell him to put a locked gate at the back corner of house to prevent the dog from accessing the meter area, then add an unlocked gate at the front corner to allow access for meter reader and/or a/c service guy

Entergy replaced the meters on the houses in my neighborhood recently and from what I understand, they don't need to have someone come out and physically read or scan the meters, it is automatically calculated at their offices.

Exactly.

There were pockets of resistance to it cause supposedly those “smart meters” emit some kind of wave that can cause headaches.

Then the tin hat wearing, flat earthers need to head out of town and get off the grid so they can be happy.

Mine is behind a privacy fence and they just go in and read it or get close enough for it to scan. I don't have a dog though.

Most meters these days are digital and can be read remotely. I have a digital meter on my house that is behind a locked gate. If you think that they are not reading your meter look on the utility bill and see what the date is that they usually read it on every month. I checked my for a few months and they were dead nuts accurate. If you have an older meter what they will do is estimate your usage. That usually ends up not being a good thing because when they do get a chance to read it they will make the difference up. They usually estimate low so you might get a high utility bill when they finally read it.

Most just bring binoculars and can get in one yard and read 1-2 other meters from the same yard looking over the fence

Any idea of the range?
I thought these things could be read from the street and they not have to even get out of the truck.
This meter is located on the basement level and the fence will go around on the main floor ground level 8 feet up.

My power company recently installed smart meters.

A smart meter is a digital electricity meter that measures electricity flowing in and out of your home at 30-minute intervals. It communicates your home's energy use to the meter service provider, usually on a daily basis. Once a smart meter is installed, there's no need for a meter reader to visit the property.

Digital interval meters can also record electricity consumption in 30-minute intervals, but unlike smart meters they aren't able to communicate that data to the provider. Interval meters do allow time-of-use pricing, but they still need to be read or have the information downloaded.

verify but it is likely ok as most meters are communicating these days. nobody comes out to read it.
