Listen to these two gentlemen's advice.
You get a small scissor lift up to a 22' ceiling and it is going to sway every time you flinch.
If you are skittish about heights hire someone to paint that room/ceiling, then you paint the rest.

The swaying at 18 ft won't bother me that much I don't think. There is adequate railing around the lift. That alone makes me much more able to do it. I don't like ladders that high because there's nothing there to feel secure.
Update though. I got a quote from United Rentals in Winston for a 19 ft lift 2 day rental.
$830 delivered and picked up
$396 me picking up myself
Think if I do this, delivery is the way to go. Trailer rental and the hassle would be close to putting it near the $830. I don't have a trailer, much less one that can carry 3,000lbs.

Update though. I got a quote from United Rentals in Winston for a 19 ft lift 2 day rental.

Had a paint crew redo all our ceilings last year. I asked him about the walls and he threw out a $7,000...
I've already bought the paint (8 gallons) and some new supplies. Got it last weekend at the Sherwin Williams 40% off sale. That was close to $500. That's a lot of money I can save compared to paying even half of that estimate above.
I tried figuring it up real quick. I think it's about 1600-1700 sq ft of wall surfaces.
I may get for a more official quote.

Scared of heights or not, you'll be way happier about working from a scissor lift vs. climbing up and down a tall ladder all day. Theyre easy to operate and when extended they move really slow so you dont have to worry about trying to maneuver it around and it going fast and swaying really bad.

Sounds like a job for a spray gun. A shield or whatever they call the giant spatula in your left hand at the molding or ceiling corner and a quick spray. Gun would make really quick work of 22’ walls too.
