yall realize you can just use a cordless impact, no need for a hammer drill although it does make it easier and quicker.
hell i mounted 40' of conduit yesterday on to the brick using my impact, proper bit and tap cons.

your contractor is dumb first off
2nd even if you hit the hollow part if you use wedge anchors it will be fine, especially with 4 anchors minimum.

I got the 70inch hung and leveled with one person helping in about an hour. Hammer drill and 4 tapcons. It’s still hanging on the wall after 3 days
