Got some bugs or worms trying to eat my roses. Best product?

They’re mainly targeting the leaves but a few of the roses that have just bloomed have some holes in the petals. What is the best product to get rid of the culprits? I think all this rain is part of the problem because this doesn’t happen often and definitely didn’t happen last summer.

I don't know if realturffan will come back and elaborate, but he could be talking about leaf cutter bees. They cut pretty much perfectly round holes out of leaves to divide the cells in their underground nests. They're solitary bees that otherwise feed on pollen and nectar. They don't really spread disease, just cut holes in a variety of plant leaves. In my experience they prefer different species of cherry. There are a few different native leaf cutter bee species depending on where you're located.

I spray neem oil on our roses, but the bastards ate it up when I was out the last 2 weeks. Back at it I guess.
