Conditions are typically just as good but turn is just a more fun track to me.

I paid $51 I believe when I booked on their website. This was during the week so maybe a little more on weekend. And yes it’s open to the public

After playing both, I have some thoughts.
TPC was a great course. The fairways were pretty amazing. I liked the course layout. Felt very “Louisiana” while playing. Greens were in great shape and provided some challenging reads. I’d be happy to play there again.
La Tour was a very nice course, especially for being out in the middle of nowhere. The bunkers and tee boxes were pristine. But the fairways and greens weren’t better than any of the other nice courses around southern LA. And unfortunately, I don’t play golf to aim for Tee boxes and bunkers. I’ll have to agree with the OP in that it did nothing to grab me or stand out from the others. Also, the no alcohol thing is bullshite. Pretty sure golf was founded on the principle of being able to play while drinking.

Should have added originally, but I did think the course did have a great collection of par 3’s. They were definitely challenging and fun holes.

There was no cart girl when I was there, which added to the misconception that I had. When I pay over $50 to play (not that that is too much. The course was worth it), I would expect a cart girl as well.
I also didn’t say anything bad about the shape of the course. It was in great shape, even with all the rain. The only “negative” thing I’d have to say about the course is that I personally don’t think it was as amazing as people make it out to be. It’s certainly a nice course, but I wouldn’t say it’s nicer than TPC or Carter.
