How do you identify a sandbagger?

We have a guy in our golf group that regularly beats his cap in our tournaments. He rarely if ever beats his cap in friendlies.
Just this past week he shot 77 as a 13 cap (-8 net) to win our PGA tournament. He has finished first in 6 of our last 20 tournaments (we play 4 tournaments a year) in which the field consists of 28-32 guys. Each first place finish he has beaten his cap by at least 3 strokes.
Now we've had guys shoot net 61s to win but no one consistently beats their cap in our tournaments like him.
I say he needs a handicap adjustment but most in our group say he is just a grinder and tough competitor.
Would your club or group label him a sandbagger?
Or is he just a tough competitor?

A couple of people have asked Bagman to play. You're not the only one. I suspect he is either a troll, or a female. His post style is very effeminate. I could be mistake completely, though. Bagman may be a lesbian.

For sure. And doubtful it'd be during a tournament round.
What are his past tournament scores? Shouldn't they be bringing his handicap down though? They stay in longer than regular rounds.

Nothing extraordinary this season but he places in the top ten every tourney and finishes first once a year (at -3 or better) out of 4 possible tourneys. His best rounds i.e. He beats his cap by 3 or more are in our tournaments. We putt out; no gimmes FTR.

Basically, the odds of your guy with a 13 beating his handicap by 8 strokes are about 1 in 1138. Assuming 50 rounds per year, which is obviously a good bit of golf, he should only do that once every 22 years.

If there is no reason to play during the friendly rounds and they are counting on his handicap then yes he's sandbagging. As well you all should. Make some wagers on the friendly rounds and see if he changes his tune.
I play in a league with 12 tournament a year. All count and all payout. There is usually one or two guys that play well below their handicap and win a bunch but eventually it catches up. usually toward the final tournament. They'll be leading points and never win it all.

There is more than one questionable cap in this group. A few multiple winners in the last few years.

I will say this even though it's not a very popular stance, anyone who sandbags is the exact same as a guy who will move his ball in the rough, ground his Club in a hazard, or cheat in any other fashion. He is a cheater, no ifs, ands, or buts!

I refer guys to that website all the time. We have a couple 11 handicaps that will shoot 7 below their adjusted handicap and I always joke with them that they better frame that card and ball because that's a once a century type score. Their excuse is they play better when money is on the line. Dumbest shite I've ever heard.
