Pinehurst area, Michigan in general, and wisconsin in general are all great options but aren't year round. I would still prefer them to florida golf generally.
IMO Phoenix Scottsdale is hardly playable in the summer if you're not one of the first groups out.
The Florida cities mentioned are your best bets IMO.

A lot of money is moving out of Atlanta, Charlotte, and Raleigh. Depending on your area of expertise, yes there is a large influx of wealth moving into the area at the moment.

COL and green fees would suck, but Monterey, CA.

You can’t golf in Wisconsin from Halloween through cinco de mayo and it’s so spread out there is no real place to live with great access to the best courses. I love WI but it is a terrible suggestion for the point of this thread. MI is in the same boat.

I lived in Pacific Grove for a few years. I def didn’t have much money but we played Poppy Hills, bayonet/Blackhorse, San Juan oaks, and Pacific Grove often. We also got on Carmel Valley Ranch and Quail Lodge occasionally. I didn’t really care for Laguna Secco or old Del Monte that much but they were also in the rotation.

Snowbirds can overrun the place in the winter months but there's lots of great golf options there and both coasts are accessible.

Grand Strand - basically North Myrtle Beach to Pawleys Island. I live on Pine Lakes Country Club in Myrtle Beach, been a member for 20 years. It's called "The Granddaddy" since it's the oldest course in the area, opened in 1927.
80 courses within an hour away. You can play year round here, not many days you can't play if you really want to - just wear some layers, gloves, hat etc. Not as hot as Florida in the heat of the summer. Yesterday was 60 degrees, sunny, no wind.

It all depends. To me it’s year round golf and a good private club. I sort of like the Florence Alabama. Turtle Point is a great private course and still fairly reasonable. RTJ shoals across the river is a fantastic 36 holes with plenty of cheap local options. Waterfront property on the Tennessee river still approachable. About an hour from Huntsville, 2 hrs from Birmingham or Nashville. If you don’t mind playing in the mid 40s you probably have less than 10 days too cold
