(1) Resolution or refresh rates ?
PC gaming being new to me, I'm looking to up my monitor game..Simple question, not based on hardware, etc..
(2) What are you running

so whats your minimum ?
I don't see any point in a 70hz, so i was looking at 120 min
I'd love to do something in the 4k/144hz+

Depends entirely on what you’re playing. If you’re playing competitive online shooters, fps is king. If you’re playing graphically intensive single player narrative games, as long as you’re getting a decent and, more importantly consistent, frame rate, resolution is more important.
As an example, I’m currently playing Horizon Forbidden West at a rock solid 70fps or so, so I see no reason to reduce graphical settings from max. If I were at 50fps, that would be a different story.

If you buy this, understand that you’re buying it to keep for the next decade, because there isn’t hardware currently in existence that can push 144/4k in anything even remotely modern. Nothing wrong with that, obviously. Just wanted to make it clear.

Moving from PS5/X to PC, mainly dove into Helldivers II and Horizon FW, type games..

The jump from 1080 to 1440 in resolution is pretty big, looks wise. Along the same lines that Josh said, but current PC hardware can push good FPS in 1440. For me, this was the easiest jump. You can almost have the best of both worlds in FPS, looks, and cost in the 1440p sets.
1440p at 144Hz or 165Hz are very available and you can get a 27" for under $200, and sometimes a 32" for a bit over $200.
What are your running on your build (CPU/GPU)?

Definitely refresh rate.
I have a Series X and PC. On PC I run 1440 on 165 Hz

To shift more to a monitor shopping stance, regardless of what I play, I would never buy a monitor that’s lower than 120hz, ideally 144hz. With the advent of variable refresh rate technology, there’s just no reason, outside of cost, to go lower. You won’t always get that frame rate, but again, unless you’re super cost sensitive, no reason not to have it as an option.
Personally, I have a 3440x1440 (1440p ultrawide) with a max refresh of 144fps. I plan to run that for about another half decade or so, then once gpu tech can push it, I’ll buy a 5k/2k (4k ultrawide), likely around 144fps again, but I’ll cross that bridge when I get to it.
Honestly, the more interesting questions at this point revolve around tech, from IPS to OLED, and everything in between.

this is kind of what i'm thinking now...
think i got so used to X/PS5 running 4k/60ish that i want some games to look ridiculous, and some to play great..
Honestly, i'm thinking most games are one or the other anyway

For any game that even resembles something falling anywhere under the very wide sub genre of “action games” frame rate will always be better because those games require a degree of skill how much so depending on each game and your ability to output that skill adequately is much better with higher frame rates.
It’s why playing BB feels a bit quaint to me as the game is locked to 30 FPS. I’m used to it by now for sure so it’s factored into my play but imagine a FromSoft game launching like that now. I haven’t played elden ring in forever but I remember around launch it struggled bigly holding 60 fps on pretty much all platforms but I imagine that’s all ironed out by now but it was a big deal for some.
Then go play a game extremely like those in lies of P and it’s ps5 performance mode pretty much has held 60fps since day 1 as I recall and the difference between 45-60 in that game could be winning and losing

I think framerate. If you're not playing some Myst type game, you're not going to notice the varied color on the lily pad when people are launching grenades at you.
I just ran a test on Cyberpunk, my 4k framerate averaged 5.82FPS (5600X, RX580+, 64GB RAM,) and it would be totally unplayable. But, I have had zero issues playing 108 hours of it at whatever preset it selected, and probably wouldn't know the difference.
