You get a free level 40 upgrade coin thingy that instantly makes your dude level 40.
Use that, run the taken king story.

Would it be better to use it on a new character than the one I already have at 32ish? That's a hunter but I'd like to try playing as a titan.

Eh. The only thing to keep in mind is you'll have to level up all of the subclasses on a new character which is IMO the worst part. I hate grinding.
If you've got a character at 32 if use the spark of light thing on a new character. You'll be at 40 with the level 32 guy before you finish the taken King quest prolly.

Apparently you get it from the postmaster after turning in bounties. I don't think anyone has figured out the absolute way to get it started.
