okay, I finally broke down and did it because I know that steam won't be able to beat it. Gamesdeal has Witcher 3 for $29.66 after the 4% "fee" for paypal which seems to be the only way to buy it.
I previously purchased Pillars of Eternity through the site. My key didn't arrive immediately, but a simple email got it all straightened out very quickly. Just a heads up for anyone else looking for Witcher 3.

It's honestly not that bad. Sales are more spread out so you likely own a lot of the games you're interested in. For the past two years, I've only bought 1 game for myself each time.
