An interesting take might be how the US used nuclear weapons on the USSR before they had a chance to develop them. Heck, it might even be interesting to PLAY as a Russian citizen trying to survive in the harsh climate and wasteland left behind, while the rest of the world closed off Russia's borders to lock them all in.
Most massive open world map for a modern setting.

Not literally the same thing, but check out the Metro series if you haven't.
The only real villain that should have his own game, at least that I can think of off the top of my head, already did...lol. Revan in KOTOR, although it would be pretty badass to play him pre-KOTOR when he's leading the Sith against the Galactic Republic.

I recommend Hearts of Iron IV. Grand strategy wargames aren't everyone's dig, but if they are, it's pretty damn good.
