Even at lower levels it is possible. I spent 1 hour in the DZ at lvl 15, fully re-geared my character in all current lvl blues, sold 5-6 blues and deconstructed 7-8 for mats.

Is there some secret to getting spray paint for guns? I know you are supposed to get them by helping strangers, but all I ever get is a fricking trendy beanie or some other crap clothing.

Unlock the supply line upgrade in the security wing. The vendor there sells weapon spray paint

The Division is terrible and a total scam. They made millions of dollars on a ten second clip of the car being nailed by bullets as he crouched behind it.
The game play is lacking. It's the same thing every time. A level filled with 25 pieces of cover that all offer absolute protection. Stealth kills are not possible. Suppressors are useless. Shoot one in the back of the head with a sniper and the rest of the crew jogs towards you.
The computer doesn't flank. You just have to make sure you can roll from cover to cover to avoid their grenade spam. Realism is hampered by damage model. Shoot them for a bit, cover and reload, shoot some more. Roll from grenade. Shoot some more. Finally dead. Shoot the next one.
Co-op play is worse. The computer just sprays at everyone but hits no one so it's just running around and shooting at health bars.
That brings up the next complaint. Total Rant YouTube channel said it best. The game has too much HUD. So the graphics are pretty, but then you shoot enemies and have 5 , 3 digit numbers on their torso, the health bar above their heads, the spot light of weapon and ammo drops, the map, the red arrows above enemies, etc, all flashing at once.
What's the point of this beautiful world when it's like your in an arcade game.
This game is a hot piece of shite. Arcade game at best.
Ubisoft dropped the ball with this one. Rainbow Six Siege is a much better game by Ubi

Step 1. Spawn Step 2. Run 30 meters Step 3. Kill boss loot Step 4. Die from NPC Step 5. See step 1.
Infinite mats, weapons, phoenix credits, gear, servers will be down in next few hrs.
LOCATION IS AUTUMN SAFE HOUSE
Method works on ps4/xbox1/pc

Will be nerfed in the next few hrs.
EDIT: Works with any rare spawn close to a spawn point. This is the closest one to a spawn known so far though.
EDIT2: Seems if you kill the whole pack he will not respawn right away so make sure just to kill Bullet King only.
EDIT3: If you cannot get him to spawn just join random groups till you are in an instance with him, if u screw up and kill the whole pack then rejoin groups again till you find another server with him.

Not angry at all. Just think this game sucks and is nowhere close to what they were able to do with Siege.

Apparently if you have killed him and his entire group before, he never respawns. You can join someone else's group that hasn't killed him and he should be there.
That is just what I read though, I'm only lvl 18 and haven't been there yet.
