I'm pretty sure it disappears when the sniper dies. The good thing about it is that you can place it in a well hidden area and then run off and use it whenever since you don't have to be near it. As for the lock-on part, I know that when a Javelin fires with a lock it goes straight up before it heads towards the target, which allows it to get above some buildings and obstacles. It might be necessary to have a continuous lock though, I've had quite a few jets get away from the missile.

Just equip an AR. You don't have to use a poosie sniper rifle.
