Doesn't matter all that much. Windows 8.1 is leaner and more secure, but that's more important for average/dumber users (i.e. tech board). I went to Windows 8.1 just to know my way around it. I couldn't stand the new start screen, so I installed classic shell to get back the interface I prefer.
You can acquire 8.1 easily nowadays too.

Wish there was a decent game out these days. I've been debating the upgrade to the 290/x or 970/80 and maybe even 4k, but I haven't touched my PC in weeks.

AC Unity will run at 900p and 30fps on both consoles. This means that anything above 900p and 30fps on PC will run like shite.
