yeah. Click on skyrim in you library and you should see steam workshop. Click browse the workshop and pick and choose the mods you like. Then once you load back up into the skyrim thing before you get into the main menu you will see it installing them and the lower right hand corner of that screen.

Also you can enter cheat codes as well. Perks, health, items, just at the click of a button.

TBH your biggest mistake was choosing an AMD platform.
For me even, some of my AMD builds could give me weird troubles until all driver updates and BIOS fckked with. AMD boards are really cheaply built, IMO.. to Intel mid lvl boards.
So for a first time builder, I could understand the frustration.

AMD gets hated on a lot here but truthfully for a gaming PC it's great. The biggest thing id for it not to bottleneck your GPU and that 8350 won't.
