Anybody in here OC an rtx 3070? Mine can't even sustain a 40/200 without issues.

Can I get some thoughts on what could possibly be wrong with my PC. I've been able to play it for maybe 3 weeks at this point.
The issue I'm having is that the CPU temperature keeps rising to the point of it beginning to throttle.
At first, I thought it was lag. Got a brand new modem and router, plus upgraded my internet speed, thinking that my internet was the issue. That didn't solve the problem.
I then began to notice a pattern of the game playing smoothly for around the first 30-45 minutes, and then the throttling would start and get progressively worse the longe I played. I began constantly watching the temps and noticed the CPU temps were rising between 80-90, which is when the throttling started. The higher the temps, the worse it got.
I got a new CPU cooling fan and brought it to a buddy who builds PCs (I know next to nothing about them. This one was bought prebuilt). He noticed that the thermal paste job was shite, and thought that if he applied it correctly the issue would be fixed. He put the stock fan back on and sent it back. All this did though was extend the time until it started throttling a little bit.
When I've been playing I have been putting a box fan blowing directly on the CPU to keep the temps down. Last night the temps stayed between 65-75 (with the fan blowing), but it still eventually started throttling.
I plan on bringing it back to my buddy to add in the fan that I bought, but I'm starting to worry that this isn't even the problem, given what happened last night. If it's not simply the fan, any other idea what may be causing this?
Another note, that may or may not be relevant. The throttling only ever happens on warzone, never on Cold War MP. After the throttling last night, I switched over the cold war and had none of those issues. My FPS are a little lower than usual on CW, but that's about it.
Any help would be appreciated. Thanks.

Sounds like a combination of thermal paste and cooler. I would change the cooler to something more suitable for gaming and make certain the thermal paste is applied and cured properly.
Eta: CPU, cooler, and motherboard? You could also have motherboard failure.

Under load that is perfectly normal and fine. 90-95 is about max temps roughly.

It's 1000% not thermal throttling at 65.
Check your ram and vram usage, as well as GPU junction temperature. Since it's just the one game I still think memory leak.

I have those things constantly pulled up as well. What are the ranges they should safely be in?
Also, what exactly is a memory leak, and how do I determine if that's what it is and be able to fix it?

70% RAM usage after you've alt tabbed out seems high? Would point to a memory leak possibly, you have 16GB of RAM and MW is only using 25%, what else do you have open that is using so much ram?
Vram and temps on everything look fine.
Under GPU why does it say svchost 341%? That seems odd, do you have a malware cleaner? High cpu or gpu usage of svchost is typically malware related.

Yeah I noticed that shortly after and edited.
I'm guessing malware. The ram usage + that svchost 341% is definitely weird.
That program even shows 0% GPU load yet the bar is at 75% too.
