I am not the expert here on CPUs so I will defer to ILikeLSU because he is the go to guy. I do not know if it is your CPU not being able to handle the encoding or your Upload speed.
If you can get an upload over 6mb you should be golden. Unpartnered streamer should have like 1800-2000bitrate in OBS from my reading.
Like in my case, I will have to get a business connection with my ISP to get 8mb up because they only offer 20down/2up for homes.
On my end your stream comes in well on my Xbox and phone. It comes in really well on my PC, and its a POS that I am trying to upgrade Lol.
Now this will come off harsh, but it is something I have even told myself.
You have a lot going against you to get your feet wet in twitch popularity. First your not a girl, second is your not a known name, and third is you play CSGO. I would figure Sports games would bring viewers in?
There are some people I've watched who have grown 100+ viewer communities playing obscure games like OSU and Warframe all because they have a gimmick like a self destructive personalty or are overly nice. Both of those games do not have over 2-300 viewers in one stream at a time and very few English people playing them. I know Warframe is free, unsure about OSU.

ILike, I made this as what I want my final PC build to be for upgrading.

I have purchased the case, mouse, Samsung SSD, thermal compound, Sata Cables, Ram, and a 3.5" to 2.5" converter box that will hold 2 SSDs.
Everything else is up in the air. I am buying deals off newegg and Amazon as I see them.
Desires are i74790k minimum and GTX 970
Want a 980ti down the road and use the 970 for a second PC.
Would prefer a Sennheiser Headset, but I was going for cheap for the time being. I will have a AT2035 xlr mic for the completed build.
I am patient, but want this before November.

We didn't push it to 4.0 that I can recall. It was just putting everything together and hooking it up. As far as quality settings go, I had everything set to low within CS:GO, and I still get the CPU Usage spikes.

Nothing harsh about it man. it's just the reality. I am actually normally a sports streamer but I still get the urge to shoot people in the face lol. As far as my bitrate and everything I keep mine within OBS to 2000. It's a good setting that allows just about anyone to tune in. I have Premier Cox internet ($100 package) and they just upped all of their speeds. 200 down and roughly 60 upload, so that's not a problem I am running into. Everything I have for streaming (PC, PS4, Xbox One) is all hardwired in.

Is there an ELI5 (Explain It Like I'm 5) process on overclocking my specific motherboard/Processor? How can I tell if it's a Bulldozer or Piledriver, etc.

I don't expect to do much, it is more of a placeholder for an Asus or MSI $150+ board.
I was trying to get the most out of a $1500 build that ballooned to $2300 of my wants and scaled down to under $1800.
Goal would be to upgrade bigger parts down the line like Mobo and GPU.
That setup would get the job done for a 1 PC steamer. For moving to a 2 PC setup I can buy a new board and GPU then move those into another case with the internal capture card and a new 4790k. But that's not a short term goal unless I would have the money to buy it outright.

You ever tried streaming using ShadowPlay's encoding? Uses your Nvidia card. Quality is not quite as good as CPU encoding, but the hit to framerate is a lot lower.

I tried, but it was a constant buffering issue that I wasn't sure how to fix.

Question for anyone with SLI. I've read a lot about "microstuttering" when SLI is being used. I don't think I've noticed it happening on my rig but possibly once, but perhaps my eyes just aren't what they once used to be. Is it a game specific problem? Has anyone here experienced it on your rig?
Second question. Has anyone used SLI and a third lesser-spec'd video card as a PhysX card only? Does it work well, or are the benefits marginal?

I haven't had any problems with SLI that weren't game compatibility problems, been running it since November and there aren't many games that I don't/haven't played.
