I think it's up to you whether to start over or not
You could continue your game and see what happens. You should get the new content either way

I restarted and am glad I did. YMMV.

As did I on a 50 hour save.
The game seems much better from launch, but it needs more polish(bug fixes and optimization).

Meh, it's a lot better than launch, but its more or less the same game.
there's another and better story, you have base building and freighter controlling/building, terraforming, and a better inventory management and control scheme.
It's worth another shot because it is certainly better, but it's still the core game that's the same.
Also, it looks waaaay better, lots of damn good optimization.
I'd have played more but I picked up Nier: Automata for the first time on Sat.

Just want to come back and give a quick update:
I've been playing the game since the Atlas Rises update on PS4 for 2 weeks now.
I posted that small update a weekend after first playing it. Now after playing it two weeks (and the last 3 days off bc Hurricane cancelled work) I want to express how much better the game is now than when it was released.
I finally got around to building my base on my home planet (think Fallout building, just not as in depth) and recruiting aliens to upgrade and build new technology.
One of the aliens you recruit gives you access to 3 different terrain vehicles, one is a small fast hovercraft type one that can go over water, another is a basic rover, and the third is a huge rover with 6 wheels that can hold a lot of cargo.
These vehicles can install turbo boosts, scanners that let you scan for nearby buildings to progress faster, and they have mining beams and guns.
You also get the third person camera view when driving them around. These vehicles and building bases really change the pacing of the game. It's much more enjoyable and mission based (if you want it to) and it gives you reasons to actually go to other systems and planets. You can also command a huge freighter but I havent done that yet.
The other huge change for the better is the UI and inventory mangeament. They streamed quick menus so the dpad calls actions like: scan for buildings, call ship, charge depleted multitool or ship fuel, etc. So you don't have the go into the menus and fumble around.
The new story is based around another traveler like yourself and regaining contact with him. It's 30 hours of new gameplay and it's way better on the story sense so far. You still have the Atlas Path and the center of the universe if you want to do that first or later.
Overall, it's a much better game and it is the game that should have released a year ago. If this was the game that was released at retail it wouldn't have got near that shite that it did.
Bases can be shared and you can actually see orbs of other players if you can find each other.
Also, there are portals for fast travel. You have one in your base and you can get back to it from ANY space station in the universe. It's so much more convenient than flying back and forth everywhere. You can zip around system to system looking for resources or whatnot and then just fly to the nearest space station and bam you are right back on your home planet.
