When top and mid laners build support items, sometimes full support items, riot will eventually do something. They allow people to abuse things like this for only so long.
As far a GP goes once you become pick or ban for so long expect nerfs.

I honestly knew something was going to change, but couldn't wrap my head around how they COULD change it. Makes total sense how they are doing it though.

They had already significantly nerfed his ult.
They eliminated the mana refund on his Q
They nerfed the new runes that were helping him
Now they nerf his barrel vision and barrel duration along with increasing his Q mana cost by a shite ton (which is a double whammy since the initial Q nerf)
Then they nerf support items that helped him AND buff his counters.
I mean, it seems like a bit much

Voice Chat is now on PBE, won't be in patch 8.5 but it's close (non-ranked only).

Premade voice is a voice chat system that you will join automatically once you enter a party with another person. This means you won’t be in a Voice channel with someone unless they are specifically in your party - you won’t be able to talk to randos in your game who aren’t in your party.
Once you’re in a party with someone, you’ll be able to see who is in your voice session and access Voice settings in the Voice panel, located next to your missions at the bottom of the friends list.

I agree 100%. Even if it's a random that I played with and seemed like got along with, I don't think I'm going to do that. Randoms in this game will turn on you in a heartbeat, not taking that chance.
