I might get this one anyways only because I want to collect all of the exotics, but I don't want to spend all of my coins for a weapon that I won't use much just to collect it. I'd rather get it in an RNGesus blessing which most likely won't happen since RNGesus has forsaken and forgotten me.

It is good, but it isn't worth taking up an exotic spot.
If you want a scout rifle, Vision of confluence is what you want. It only drops after dropping Atheon.
Edit: Vision is my go to weapon in the PVE
