Is the buff a consumable similar to the weapon curious sold by Xur? Or do you buy it and the clock starts then?

No idea. I do know it last for 12 hours and the buff works better and better the closer to reset tuesday.

What is kind of lame is, I got the gloves last time and they are only +27. The same gloves this week are +30.

It does but not at the vendor this time. My guess is you get it as a drop chance in Iron banner matches after a certian rank, like the hand cannon. Or it will be at the vendor the next time the Iron banner comes. They did show it a few weeks back on the website so it exist.

Just an update; my mom just got out of surgery and is now in recovery for about 1-2 hours. Doctor said everything went perfect.

Buff starts as soon as you buy it. It is not a consumable.

just hang out by the green cave with patience and time. should be pretty easy, just bring lots of ammo synth.

I finished it solo but I had to self rez twice. I woudln't attempt it without being a warlock.

Couple more things I found out about the Iron banner. There is a helmet and chest but they only go to lv 27 and they are not at the vendor. So you will only be able to use the arms and feet for lv 30.
Also you can only reforge Iron banner weapons.
