Here is a really good video of jacking a plane and flying around only the city portion of the game.
It's just flying and does not spoil anything story wise.

I wonder if cheats will be like red dead to where you can only use them for free roam, or if you can spawn things at all. Not going to lie, I'd be pretty let down if it's different from IV.

Where did you see that there will be no cheats? GTA wouldn't be the same without cheats.
I don't use them while playing the main storyline but I always have a cheat save for fricking shite up in epic fashion

I really don't recall which board I heard it on. I fully admit the person could have been full of shite.
