They are both amazing, I don't think you can go wrong with either, but Witcher 3 is one of the best games I've ever played.

Yeah, if you break down RPG side quests, at their core all of them are go here, get this, kill that.
The real reason people rave about Witcher 3's side quests is that this usual quest formula was given a variety of "skins" that, at the very least, helped create the perception that you're just not just visiting a clone dungeon to kill clone enemies over and over. Or even if the enemies were the same old shite, the combat was fun enough that players perhaps don't notice the repetition. I'm talking specifically about side quests and contracts, not ? marked locations or treasure hunts. Take all of those out, and you still have an extremely content-rich game. The actual side quests (the ones marked as such in the game)--save the racing, fist-fighting, and gwent--do have a noticeable impact on the game, whether it's the story, environment, characters, etc. The ? locations are mostly same-old kill/loot stuff.
Contracts, maybe not as much game-affecting, were still fun. And I think that's the main idea. Regardless of how little or how much the side quests and contracts ultimately contributed to the story/environment/character dynamic, something made me enjoy and want to play through the content that I typically dismiss as "filler" in other games.

Witcher 3. Fallout 4 is great but The Witcher 3 is just a better game, IMO. And I LOVE Fallout 4.

Witcher 3 was fun, but I've always enjoyed the exploring that Bethesda games offer, so I've enjoyed Fallout 4 more.

I'm only about halfway through both since Bloodborne DLC has been commanding my attention, but Witcher 3 is the correct answer.
Extremely nuanced and mature story, solid combat, unending fun side quests, great and important dialogue choices that actually affect the game, and sex. Lots of sex.
Fallout is fun but I don't get the massive hype. Then again I've never been a huge Bethesda fan.
