CPU: AMD A10-5800K 3.8GHz Quad-Core Processor ($124.99 @ NCIX US)
Motherboard: ASRock FM2A75 Pro4 ATX FM2 Motherboard ($86.97 @ Newegg)
Memory: Patriot Viper 3 16GB (2 x 8GB) DDR3-1866 Memory ($76.99 @ Newegg)
Case: Rosewill CHALLENGER ATX Mid Tower Case ($39.99 @ Newegg)
Power Supply: Corsair Builder 500W 80 PLUS Certified ATX12V Power Supply ($51.98 @ Newegg)
Total: $380.92
You can put your video card and hdd in this rig and be good to go. Sell off the rest of your old pc to get some cash for some upgrades

Are these parts that I could buy one at a time and still play?

That APU is 100W. I would maybe go a little more in case he ever wants to truly crossfire or something but I over did it on my PSU because of the "just in case" factor.
Also, I think this works on that new FM2 socket and is fairly cheap right now. Though I am not sure of those case measurements. It's a large cooler.

Not really. You need the CPU and Mobo at the same time and that CPU isn't going to run to it's full advantage without the memory.

He can easily use another 7750 with 500w. The 7750 is one of the least power consumption cards that is still available. He would only run about 400w max with two cards(thats VERY high, more like 300-350).
And on his budget he doesn't need an aftermarket cooler. It's unlikely that he'll be overclocking, so he doesn't need to put in another cooler if he wants to save the money

The standard coolers are shite. If he doesn't want that one then at least get a cooler master for $30. It's worth that little bit of money IMO. AMD runs very hot especially at 100W

The mother board and power supply both have the connections you need for that.
