It's been mentioned in here earlier, it's not solely funded from the Kickstarter.

Oh yeah. I suspected that Sega/Sony is footing the bill for the game provided it reached its kickstarter goal (to gauge interest). That $2 million will be lucky to cover 5% of the full game's budget.

I would guess that whichever major studio picks it up from this Kickstarter would give it a nice budget, 20-40 million range.
