I was always under the impression that i could walk into a store and buy a rump roast. Super 1 didnt have it and kroger didnt have it. Am i missing something? Do most places not sell rump roast or is it technically called something else?

It comes from the area that is usually called round. I hate when supermarkets change the name of shite to make it sound better than it is. FWIW, chuck is a damn fine piece of meat to roast.

it seems that most of the stores get their meat pre-cut and they either cant get the rump roast or use it for something else.
If you go to a butcher that actually cuts his own sides, they will have the rump roast.

In Boston, the arse is around the shoulders?

I believe the rump is part of the bottom round. Some places label it as bottom round though I think it's actually a cut from the bottom round.

Yes, the back leg of beef is referred to as a round, it consist of the top round(inside round), bottom round, eye of round, and sirloin tip(knuckle). It is rare to find a full cut round because the knuckle is usually removed at the packing company.
There is a primal called the gooseneck round which is the bottom and eye still intact
