I go to a Christmas luncheon every year at the Bourbon House. They do it in one of the upstairs rooms which can be sectioned off for 30 people. It is for well under $100.00 per person although it does not include alcohol. They set up a cash bar.

Impastato's in an excellent choice if you want to go to Metairie. You can take over the room behind the bar. I have been to many such functions there and have put some on myself.

Upstairs at Couchon is also very good for that, but I don't know about the price.

I know it's a little further out, but you might can check with Ralph's on the Park. They have a nice upstairs private dining venue that overlooks City Park.

I got married in the Warehouse District and did our rehearsal dinner at Bourbon House. This was about 6 years ago or so, but I believe with passed apps, salad, entree, dessert, and a satellite bar we were right around that $100 a head price. We had the entire upstairs and the food turned out fantastic.

Edit: we also stayed at the Hilton Riverside.

Just planned a wedding 100 a head won’t get you too far in that area.

Yeah it seems like even in a depressed economy it's going to be tough.
OP might want to consider one of the smaller reception facilities and having dinner/party of some kind vs a nice sit down meal.
One lower cost idea that comes to mind is the upstairs at Lucy's. Not sure what the cost would be, but the reception place near/above where Ernst is was pretty nice last time I attended an event there.

Thanks for all of the great suggestions in this thread. We ended up going with Grand Isle Restaurant as it checked all of the boxes. They were able to put together a sit down dinner with 3 different main course options that would include house wine and domestic bottled beers for under a $3000 budget. I will pay for any mixed drinks on an as ordered basis.
