The way I was brought up it didn't matter if chili was supposed to have beans or if you weren't supposed to serve beef stew over rice.
Dirt poor Cajuns that made everything go as far as possible. Beans went it chili to make it last. Same with serving everything over rice. Eggs in gumbo, etc.
Rice and beans are cheap.

My mom grew up in North La. She learned to cook in Houston. We always had rice with our chili. It’s great. It stretched the dollar, too.

I had one grandma that would serve it with rice, but it was more of a chicken rice and gravy with dumplings in it too. My other grandma had what I consider a more traditional chicken and dumpling with a white gravy and no rice

Same. My mother made chicken and dumplings occasionally, and never with rice.
But I get it, that rice has been used to stretch out a meal/an entree.

Louisiana has made some great contributions to the food world. It has a unique good culture that is really second to none in the continental US. With that said, La people can really frick up what should be easy to make food. And do so with this slack jawed ignorant arrogance that is mind boggling. The coonasses that hunt with us can turn out some fantastic stuff out of their black cast iron caldron. But they over season, grease up, dry out and mangle simple things like eggs, grilled stuff, bbq, deer meat, gravy, and on and on and on.

Lucky , I would love some gravy and rice. In br the lunches is always fried . I love sauce gravy and rice . Hot sauce too

Dumplings over rice is strictly a SW Louisiana thing. That would be unheard of anywhere else.

I could eat rice and gravy every day. Every Sunday we had roast, rice and gravy, potato salad and snap beans
