So how far back in the "past the best buy date" would you keep or toss various spices if they've been in the container in a dark dry cabinet?

What about bouillon cubes? Wrapped in foil, in their jars.

Indefinitely as long as they don't look like they deteriorated (color, smell, etc.).

I've got a bottle of anise seed from Schwegman's on Sherwood, it still packs a punch, a pinch flavors a lot of Italian sausage. That store closed in 1997, so that bottle is at least 30 years old.

Spices may not be quite as strong, but as long as they’ve been kept dry I’d use them.
You may need a bit more than a recipe calls for due to the age, but I tend to use recipes as a guideline and use spices to taste, so it wouldn’t affect me either way.

Bouillon cubes have enough salt that they should last a long time. Some have a bit of fat added to them. Check them, if they smell “off” or don’t look right the fat may be rancid.
