I had this happen to me with a bar/restaurant in Savannah. I refused their kind request because I am not out looking for freebies.
Their response made me reassess what I write in reviews.
First, I try to make it clear that I am not an expert or trying to be, and that I am just sharing my experience.
Second, when the issue is service oriented by one person, I write it off as a bad day by that person.
Third, I am careful to avoid hyperbole and inflammatory words like "terrible, bad, awful," etc.
Fourth, I try to acknowledge that some things I don't like, others might enjoy.
Fifth, I try to NEVER say something as a fact unless I know for sure. (example-"shrimp were frozen." I may be sure in my own mind, but unless I saw it or they told me, I'm not going to say anything more than that "shrimp seemed to be the frozen kind to me")
POINT is that their response made an impact on me. I went back, and experienced the same negative issues

Really? Hmmm...I challenge you to factually list them. I have no reason to lie about it.
For the Luke incident, once the meal was over I told the owner who I was because I wanted to personally let him know how much I had enjoyed the experience this time around. I still asked for the check and sent my card to pay. It was returned to my table with the bill shown as zero and my card not charged. The waitress ended up with a $100 tip.
Not much to do in that situation other than accept the owner's graciousness. The waitress, however, had a very stellar night.

That's pretty much accepting the free meal that was offered

This could have been done post-visit. Many on this site have had similiar circumstances occur... Accepting free meals is a point of contention, for obvious reasons.

No. Unfortunately, I've never been to Peche, though I'm dying to go! Soon...very soon. Gotta get T-Bois outta the way, then catering an event next week, then a good friend's wedding. Hopefully I'll hit Peche the following week!
I won't say that I've never accepted anything free. Sometimes circumstance makes it happen that way. But it's not something I make a practice of.

I once left a bad review for Bar Louie - probably the worst service I have ever had in BR. The manager contacted me and offered a gift card. I accepted. Then he never sent me the gift card.

I've never been to Johnny Sanchez.
Complaining just to get a free meal vs. making a valid complaint and the restaurant deciding that you should be comped something, or all, aren't even in the same ballpark.
