Room temperature is definitely an issue, especially with mid to small breweries where their QC is shite. I'd drink a Sierra Nevada Torpedo out a lot longer than any brewery that only distributes to a state or two.
Oxygen + heat x time = stale beer. Most major breweries force age their beers at higher temperatures to QC their bottling/canning protocols.
Light only skunks IPAs. It does not stale it.
And an interesting tidbit. Since skunks are native to North America and not Europe, Europeans don't understand when you call a beer "skunked." They have a term for it, but it I can't remember it.

I don't have a hard, fast rule as I've found it really varies from brewer to brewer, and type of IPA. I've bought year old Two Hearted Ale, Sculpins, and a few others and not noticed any drop off in flavor. Jai Alai I've noticed has an extremely short shelf life. I'll only buy it if it's within a month of canning and I plan to drink it all fairly quickly.
I bought a six pack of New Belgium Citradelic IPA a few months ago that was 8 months old. It actually tasted better than a fresher one as the tangerine in it seemed a little more subdued.

I didn't notice much drop off, but I don't make a habit of buying them when they're that old. It's only happened once with both of the ones I mentioned.
