This seems absurd on the surface.
Potatoes, like apples, can be stored as-is for quite some time at low temperatures. Or, potatoes can be processed into frozen products (fries, tater tots, etc.) and stored for even longer periods of time.
Barring another potato famine, there should never be a potato glut or shortage.

At my local grocery store, they put out potatoes in a bag for sale to make room for new inventory. They might have a few buds here and there but if you remove them, they’re just as good the new ones. I grabbed a bag with 9 medium gold potatoes for 99 cents. I made 4 good servings of hash brown. A little butter, Ketchup, Tabasco and you have a cheap and delicious meal.

There hasn't been frozen shredded hash brown potatoes available up here for 2-3 weeks.

I rarely go to the chip aisle but did last night and about 1/3 of the shelves were bare

I was in Rouses Friday and their chip section was fully stocked and their produce section had all the potatoes you could want.
What was lacking in big numbers was the pasta section. Lots of shelves were bare with the more popular types being sold out.
