I cannot get them to peel cleanly. I've tried fresh eggs, old eggs, plain water, salted water, baking soda, vinegar, ice water bath, warm water bath, cracking shells by shaking in the pan before peeling and can never get them to peel easily.

Chill them quickly once they are done

Yep and run under a bit of water while peeling to get it behind the membrane.

Egg cooker
I’ve got this little thing. 9 minutes in the microwave and the two are perfect every time.

The older the egg is the easier it peels. Simple as that.
All the other tips and tricks are just window dressing and luck of the draw.

Buy an Instant Pot.
The thing is worth it just for the eggs.

Chill quickly when done. Crack against counter and pick off some of the shell. Use a small spoon to get under the shell and separate it that way.
I eat hard boiled for breakfast every morning. When you get the technique down it'll come out perfect just about every time.
