Is it open? It has been under construction longer than the Great Wall of Japan.

If it's the same people who own the locations in Covington and Slidell, I'd recommend them.
Fresh Sushi's and Excellent ingredients on the Hibachi Grills.

What's the difference between Nagoya and Osaka going to be?

About 90 miles.
You did way to much research for that answer. In BR, about 3 miles.

Same owners.
When Shoney's closed, the Asian Buffet owners in the strip mall were given a chance to lease that building. Pancho's was told in advance that they'd get the Super Buffet location, they just had to wait for the owners to close shop and begin setting up Osaka.
The owners of Super Buffet wanted to do something different, and the opportunity to get more visibility presented itself.
