Frank Brigtsen and John Folse should be somewhere on there.
There's also a wave of guys that cook well but aren't out there commercially the same as the aforementioned names. Before Gabrielle's reopened Greg Sonnier would fall here. This tier now would include, with varying name recognition, Slade Rushing, Tom Wolfe, Jacob Cureton, Baruch Rabasa, John Harris, Jason Goodenough, Brian Larson, Vlad Ahmadyarov, and others I'm forgetting. I don't think any of these can open a restaurant on name recognition, but they should better known.
