I have a friend in Mass that has a Bevinco territory (rights to) and says it's legit. Weight and pour control are critical to profit according to him.

If it was me, I would find (or build, because I like doing this stuff) a liquor bottle scale system that uses cheap RFID stickers in combination with the barcode on the bottle. It would work like this:
Whenever I put a new bottle on the shelf, I will put an RFID sticker on the bottom (which has a unique ID# on it), scan the barcode and put it on my scale which weighs and reads the RFID sticker. If I have scanned a bottle of this before, my system will already know the brand/type and volume of the bottle. If I haven't scanned it before, I would have to enter that info this first time. The system will now also know the full weight of the bottle and it will have a unique ID number to track that exact bottle's weight.
Whenever I do inventory, I will just place each bottle on the scale and it will record the bottle ID and weight. If a bottle is empty and I have not yet ever weighed that brand/type (based on bottle barcode) empty yet, I will weigh it and mark it as an empty bottle. Now my system knows everything it needs to know about that liquor. It knows the full and empty weight of the bottle, as well as the fluid ounces, so it knows how many weight ounces equals one fluid ounce of that liquor. It can then calculate exactly how many fluid ounces are in that bottle based on weight alone.
If my system does not yet know the empty weight of a particular bottle, it will just have to estimate fluid ounces based on weight ounces missing until I get an empty weight. This will probably be +/- 10% anyway.
Now stocking is as simple as putting a sticker on the bottom of the bottle, scan, weigh, place on shelf. Inventory is as simple as placing the bottle on the scale and then returning it to the shelf. After the initial stock there will be only occasional manual data entry for new stuff.

If you really need something to help you Partender is the way to go. You do enough inventories you can eyeball if measuring by tenths

You're overthinking this. Weight vs volume is just going to be a proportion.
Try this. Take a full, unopened bottle and weigh it. Let's say it comes out to 48oz weight.

This is all readily available information, but we're it not it's abundantly simple
1. Weigh full bottle
2. Weight empty bottle
3. You now know the weight of the volume inside. Divide weight by number of pours. You know weight of each pour.
Now if you have 4 sales out of that bottle you should know the remaining weight.

Then if you purchases of 6 bottles a week of 1 product... Say fireball... That means that you should have had 6 x 22 = 132 sales....
That just seems so much easier to me that weighing... Especially if you run a tight ship and daily inventory is an issue.
There is something in the weighting that is not making sense... There has to be something simple trick to it... Something is not clicking...

How can you not understand it? It's extremely simple and wouldn't take any longer than you deciding if there's a half or 5/8ths in a bottle.

If you weigh a full and empty bottle of a particular liquor, then subtract, the answer is how much the liquor itself weighed. Right? Right.
Now since we know how much it weighed, and we know how many fluid ounces it was, we can divide to figure out how much each fluid ounce of that particular liquor weighs (this number will almost always be between 0.8 and 1.2 oz per fluid oz, depending on the liquor). Right? Right.
And that's all you need to know in order to weigh a bottle and know exactly how many fluid ounces (or how many drinks or pours or whatever metric you want) are left inside. It's just a simple percentage. If the bottle weighs 40 oz empty (0% full) and 80 oz full (100%), and right now it weighs 60 oz, then it is 50% full. There's your 11 drinks (or ~17 fl oz).
And I'm not suggesting that you do all this math every time. I'm saying you should be able to automate this with a scan and weigh system.

You can't realistically weigh every bottle. Do the point. Always take the lesser of what you think it is. Turn bottle on side to get a different angle. Make whomever is pouring it count it. Verify the counts randomly. Have your count sheets sheet to shelf. Ask what the variances are from to bartenders.
