It fails the test, though. It is meat, but not between two pieces of bread. Same for a hot dog. It is meet between one piece of bread.

A hot dog bun is 2 pieces of bread. Not my fault if you don't separate them properly. The ham folded in one slice of bread can be considered a sandwich because there's bread on top and bottom.
A burrito is a sandwich too, even though there only 1 piece of bread.

This is the line of demarcation between strict and loose sandwich constructionists.
I fall in with the loose constructionists. Any meat/filling encased up to 180' is some form of a sandwich.
