They must be having financial problem…It’s about the only thing that could cause the reopening to go this slow. They built our state capital from scratch in 13 months and Fleur de lis has taken way longer than that.

If I were them, I'd strongly consider doing a pop up at a bar or consider take out only for a while just to keep interest and generate some revenue. I don't care how deep the pockets backing a project might be, revenue always helps.
