Oban has an 18 that's under $200.
If he drinks Oban and likes highland scotches, Dalmore has an 18 that's right at $200-220 depending on where you get it.

Both are between $200-300 but an excellent gift for a 60th birthday.

If you can go a little over $200, Macallan Rare Cask is an excellent bottle.

Find someone to go in halves and get some Laphroaig 25. That's what I got my wife for her birthday last year.

I would get online and buy him a Single Cask from an Independent bottler. Just need to know what style of Scotch he likes best. Private bottles of single cask are usually limited to between 600-200 bottles. They are usually somewhat different and more interesting than standard bottles from the distillerys house style.
