It wasn’t an issue until mayor SWB made it an issue. No one even new we had an ordinance criminalizing open containers until they started ticketing hundreds of people. Let’s just say word got out:

I always thought they should close down third street after 5 PM to traffic, at least in the areas between North Blvd and Main Street. Seems like they could fix the problem of the people driving around drinking and blaring music and keep the OC law enforcement where it was before SWB came into office.

Yeah I remember first moving here in '07 we would occasionally go to Happy's/Roux House but otherwise we wouldn't head down there. Normally we'd end up at Fox and Hound, the overpass area, or just doing house parties complaining about there being nothing to do here.

Whenever Lucy's and B&T's opened up is when the area finally started to feel like an area passable enough to go out and barhop (2009 or so?). Lucy's worked as a club late at night prior to The Office opening up for the first time. That's when I remember people testing the open container laws, and it would later become common knowledge that it's ok to drink on the streets downtown.
